‘No mercy for erring cops'

ILOILO CITY – No mercy and no second chances for erring policemen.

The warning came from Chief Supt. Isagani Cuevas during his assumption yesterday of the command of the Police Regional Office 6, that was attended by at least 10 police generals, at Camp Martin Delgado here.

Cuevas who replaced Chief Supt. Wilfredo Dulay as Western Visayas police chief, said he will create an Integrity Task Force to arrest, investigate and file charges against scalawags in the police organization.

Cuevas also said there will be a daily accounting of police personnel, as he noted during his assignment for more than a decade in Western Visayas, that policemen are nowhere to be found in their duty areas, and this has already became routine practices of some law enforcers.

“They (policemen) are assigned in Iloilo , yet, they can be seen in Bacolod ”, he noted.

Cuevas said the regular accounting of personnel was being done during the old days of the Philippine Constabulary, which had proven to be very effective. “We will know if they are reporting to their respective posts, or doing extra-curricular activities, which is not allowed”, he also said.

Cuevas also issued a stern warning that policemen engaged in “moonlighting activities” will be investigated and charged if evidence warrants.

He also announced the re-organization of the Anti-Illegal Drugs Special Operations Task Force and creation of an Anti-Crime Organized Task Force, which run after drug syndicates, in coordination with the Philippine Drug Enforcement Agency, and organized crime groups in Western Visayas .

Cuevas also claimed that he will not entertain intervention in the investigation and imposition of discipline on his policemen.

Deputy Director General Emmanuel Carta, chief of the PNP directorial staff, yesterday presided over the turnover of PRO6 command from Dulay to Cuevas, which was also witnessed by other members of the Philippine Military Academy Class '75, including Metro Manila police chief Director Geary Barias.

Dulay who will turn 56 today, was conferred the PNP Distinguish Service Star by Carta, in recognition of his 36 years of service to the defunct Philippine Constabulary and the National Police.

Chief Supt. Samuel Pagdilao who succeeded Cuevas as deputy regional director for Operations of the National Capital Region Police Office in Metro Manila, is a member of PMA Class '79.*GPB
