| A resolution requesting the mayor for a moratorium on the issuance by the Land Franchising and Regulatory Board of new certificates of public convenience to public utility vehicles in Bacolod City was passed last week by the Sangguniang Panlungsod.
Proposed by Bacolod Councilor Wilson Gamboa Jr., the resolution said the realization of development sites in Bacolod, especially the establishment of the new government center, and other developments, call for new data and information the issuance of new public utility vehicles franchise routes.
The request is due to the proliferation of illegal PUV’s or “strikers” operating in the barangays, it said.
The resolution also said the Bacolod Traffic Authority Office will conduct an accounting of all PUV’s, both registered and unregistered, that are plying city routes.
It said LTFRB regional director Porfirio Clavel Jr., in a public hearing at the SP Session Hall on April 15, declared that he will not approve new franchise applications in Bacolod even if the applicants have an endorsement from the transport groups and are covered by the legalization program, unless there is a resolution from the SP.
Clavel also affirmed his willingness to enter into a MOA with the city on the matter, it said.
Gamboa said that, in the MOA, the application of new franchises will pass through the SP. If and applications for new franchise will need consultation with the SP.*CGS
