Honest cop, 3 others honored
A police commissioned officer who refused to accept bribe money from a Salisi Gang member, and a policeman responsible for the arrest of a suspect in the shooting of a radio broadcaster, were among the four law enforcers recognized yesterday by PNP chief Avelino Razon at Camp Alfredo Montelibano Sr. in Bacolod City.
Razon yesterday conferred on Chief Inspector Santiago Rapiz, Bacolod PNP Station 4 chief, and PO1 Joel Bancolinos, a member of the Sagay City Police Station, the Medalya ng Papuri, as recommended by Senior Supts. Rosendo Franco and Ronilo Quebrar.
Rapiz was cited for his refusal to accept P25,000 in bribe money, in exchange for the release and non-filing of charges against them, from a member of the Salisi Gang in October last year.
The immediate arrest by Bancolinos of a suspect in the shooting of Ferdinand “Bambi” Yngson, former manager of RGMA Super Radyo in Bacolod, last year, also earned praise from his immediate superiors and Razon. Bancolinos also received a similar medal.
Chief Inspector Jefferson Descallar and PO3 Mansueto de Jose were also awarded with the Medalya ng Kasanayan by Razon, in recognition of their outstanding performances as chief of police and member of the Cadiz City Police Station, respectively.
Razon also turned over four new Toyota Altis patrol cars to four city police stations in Negros Occidental, while Board Members Renato Gustilo and Nehemias de la Cruz gave a set of computers to the 612nd Provincial Mobile Group.
“It is certainly encouraging to see Mamang Pulis and Aling Pulis performing their best as the servants and protectors of the community”, Razon said.
He enjoined those assigned at the Bacolod City Police Office and Negros Occidental Police Provincial Office to emulate the four awardees and equal, if not surpass, their achievements.
Razon also lauded the NOPPO, led by Franco, for bringing down the crime rate in Negros Occidental by 39 percent in the first quarter of 2008, compared to the same period last year.
“The Negros Occidental PPO has been doing a good job and I am truly pleased with your dedicated and proactive approach to law enforcement, which has contributed immensely to our achievements against crime, insurgency and terrorism”, Razon said.
He also said they should never let their guards down. “Improving our police operations and procedures should be a continuing process. We need to keep in step with the changing times and ahead of the evil elements that seek to destroy our peace and security”, he added.
Razon also sought the help of Negrenses to rid the police organization of misfits and scalawags.
Razon also stressed that there are no sacred cows in the total war against crime, insurgency and terrorism. “Enforce the law without fear or favor, and always do so in the spirit of service, honor and justice,” he said.*GPB
