| Brothers facing raps
for killing of relative
Two brothers are facing murder charges after being tagged as suspects in the fatal shooting of their relative in a disco outfit in Bacolod City Sunday night.
Police Station 8 commander, Senior Inspector Placido Gentoleo, said, murder charges will be filed against brothers Nonoy and Rolando Castillo at the City Prosecutor’s Office today, for the death of Johnnie Villarin, 31, in Purok Villa Esperanza, Brgy. Tangub, Bacolod, at about 6 p.m. Sunday.
They will also charge Rigor Ursulon, 25, for conspiring with the Castillos, Gentoleo said.
The Castillos were still at large as of yesterday, while Ursulon is still confined at the Corazon Locsin Montelibano Memorial Regional Hospital where he is being treated for a gunshot wound on his shoulder.
The Castillos and Villarin have long-standing grudges over rivalries on their commissions from dealing with fish vendors and fishermen in Purok Villa Esperanza, Gentoleo said.
Gentoleo added that the Castillos and Villarin are reportedly second cousins and were actually neighbors.
PO1 Ronie Benitua said the shooting happened when the three met at a disco outfit in Purok Esperanza Sunday, “Nonoy” allegedly shot Villarin on the head, with a .38 caliber revolver as Ursulon held the victim, Gentoleo added.
Villarin was brought to the Bacolod Adventist Medical Center and was later transferred to the CLMMRH where he died, police records showed.
Ursulon was hit when “Nonoy” fired a second shot at Villarin while the two were grappling, Gentoleo said.
He said Ursulon is now considered a detainee while at the hospital and an officer has been detailed to guard him there.*PP

Cop who ‘beat up’
boy back to duty
A policeman from Don Salvador Benedicto town accused of manhandling a 2-year-old son of a Maranao trader has returned to duty, after his 15-day restriction order ended last week.
Senior Supt. Rosendo Franco, police director of Negros Occidental, yesterday said the unnamed Maranao trader should have substantiated his complaints against PO1 Alberto Estacion, by filing charges formally against him.
Franco said they cannot file administrative charges against Estacion without a formal complaint.
Estacion allegedly kicked the 2-year-old son of a Maranao trader at the public plaza of La Castellana.
PO1 Jade Gimay, a member of the La Castellana police, is also being investigated by the Negros Occidental Police Provincial Office, allegedly for indiscriminate firing, in front of the town police station last week.
Gimay was disarmed and relieved from the La Castellana Police Station, and transferred to NOPPO headquarters at Camp Alfredo Montelibano Sr. in Bacolod City, pending investigation of the incident.
The two incidents reportedly contributed to the relief of Senior Inspector Raymond Maningo as La Castellana police chief that took effect yesterday.
Maningo reportedly failed to report immediately the manhandling of a minor in La Castellana, to the NOPPO headquarters.
Inspector Teddy Velez, deputy director of the 612nd Provincial Mobile Group, took over the position of Maningo, in acting capacity.*GPB
