Negros Occidental Governor Isidro Zayco need not remind Negrenses not to ship out rice from Negros Occidental.
Only a stupid Negrense would do a thing like that when he knows very well that the province has a deficit of 10 percent of the rice we need.
That reminds me of the rice crisis of the Martial Law years. It was not Negros exporting rice. We were actually frantically looking for rice in other parts of the country.
Actually, like Bohol governor Erico Aumentado, what aggravated the problem of the province was when the local executives of Aklan, Capiz, and Iloilo stopped the export of rice and other grains to Negros Occidental.
Most Negrenses have relatives in Iloilo and could have alleviated their acute need for the grains from their relatives there. But they were surprised when suddenly the police clamped down to allowing rice to be brought by ship to Bacolod from Iloilo.
Of course, they had a point. They wanted to preclude shortage for their own residents. But the lack of rice from the provinces across the Guimaras Strait, could have eased the problem of Negrenses. But no, they also panicked.
On instructions from then Governor Alfredo Montelibano Jr. the late Mayor Talio Velez of Silay and I had to hire young boys and girls to line up in the Paco Market and to bring us their rations of the cereals to a rented apartment along Quirino Avenue where we dumped them into bags. But it was a very expensive and tedious operation.
The rest is history. We managed to finally solve the problem when Tiyo Talio and I managed to convince the late Jess Tanchanco, then NGA manager, to order the diversion of a shipload of rice from China to Pulupandan after we had smuggled several hundreds of grain bags from Occidental Mindoro.

There is something bothersome. Especially to Negrenses among whom there are groups belonging to the splitist rebels, called usually as RPA-ABB.
This was the report that the recent ambush of three policemen in Janiuay, Iloilo, was authored by the RPA-ABB group reportedly under Bernardo Ayawan, alias Ka Jack.
Demetrio Capilastique, alias Ka Hugo, the Panay Operations officer of the RPA-ABB, had confirmed that his men staged the ambush, although he later retracted his statement.
Ka Jack was identified by a witness who has asked the military for protection from the splitists who were reportedly out to get him.
Capilastique claimed that the RPA-ABB is investigating the incident which resulted in the death of P03 Hido Sullivan and in wounds to PO2 Francisco Gabiano nd PO1 Jonathan Limas.
The problem is that, until now, Ka Jack has still to be produced by the RPA-ABB.

Yesterday, many attended the lecture and demo of the Bowtech technique or the Bowen therapeutic technique.
