| The Bacolod Sangguniang Panlungsod yesterday passed a resolution asking the contractor of the new slaughterhouse in Brgy. Handumanan, Bacolod City, to explain the delay in the operation of the facility.
The resolution asked AVM Bernardo to submit a technical explanation at the soonest possible time so as not to cause the Committee on Markets and Slaughterhouse to recommend to the mayor the possible review of violations it has committed against the memorandum of agreement it had entered into with the city.
The contract, which was signed on Feb. 8, 2007 by Mayor Evelio Leonardia and engineer Antonio Valeriano Bernardo, representing the city and the AVM Bernardo, respectively, and ratified by the SP, provides for the basic obligations of both parties including a “time frame” for the completion and operation of the facility, it said.
AVM Bernardo, which is investing P54 million in the slaughterhouse, is supposed to complete the construction/rehabilitation and installation of equipment within 10 months but not to exceed 12 months from receipt of the notice to proceed based on the contract.
The project will be operated by the private contractor as a double-A slaughterhouse and shall turn over its operation to the city after 20 years.
The resolution was proposed by Councilors Alex Paglumotan, Celia Flor and Roberto Rojas.
Meanwhile, the SP also approved on first reading an ordinance establishing, operating and maintaining the Bacolod City Slaughterhouse, preserving meat hygiene and meat inspection, and imposing new rates and fees.*CGS
