Tanjay City mayoralty candidate Neil Salma filed a complaint with the Commission on Elections in Manila, Friday, claiming there was election fraud in his city during the May 14 exercise.

Salma, of the Basta Tinudanayâ ng Serbisyo party, through his campaign manager Dr. Ben Bumanglag, said he insists that there was massive cheating thorough ballot switching and dagdag-bawas (vote padding) and shaving in Tanjay. He added that their supporters told them of discrepancies in the results during the canvass of votes. Salma questioned the authenticity of 27 election returns from four barangays.

Salma said he was already prepared to accept his defeat to Lawrence Teves because he strongly believes that the people of Tanjay have spoken through the sacredness of the ballots.

Outgoing Rep. Herminio Teves told mayors, vice mayors and councilors who won under his tutelage he doesn't want to hear of retaliation moves against their constituents.

He said he did not like the idea of politicians cutting water and electrical connections of non-supporters and running after them, like in the case of Zamboanguita and Bacong towns. Teves said that he only has one political casualty in the 3rd district, the vice mayoralty candidate in Sta. Catalina, but all the rest, won.

In the first district, even without a mayor supporting her, Jocelyn Limkaichong won as congressman with Teves behind her and orchestrating the campaign.

Lakas provincial chairman, outgoing Rep. Herminio Teves (3rd district, Oriental Negros), questioned the act of the Commission on Elections in deciding the citizenship issue of 1st Dist. candidate Jocelyn Limkaichong.

"It looks funny," Teves said, referring to the joint resolution the COMELEC promulgated on May 17, which arrived at 8:57 p.m. of the same day that Limkaichong was winning in the election.

Teves said he believes the transport of the election returns from Guihulngan town, about 116 kilometers from Dumaguete City, was purposely delayed so the decision could catch up before Limkaichong's proclamation. Teves said the matter of citizenship should be decided by the court and not by the COMELEC, citing the Angpin citizenship case on which the court exercised jurisdiction.
