Dauin Mayor Rodrigo Alanano denied the allegations of Association
of Barangay Captains chairman Efreniano Partosa that he had refused
to release allocations from the Priority Development Assistance
Fund of Rep. Herminio Teves (3rd District, Oriental Negros). Alanano
said Partosa even presided at the meeting when he proposed to purchase
a truck, which was unanimously approved by the 23 barangay captains.
Alananao he proposed that barangays contribute P28,000 from
their PDAF share, to buy the truck to be used during burials and
other official activities.
But the plan was disapproved by the Department of Budget and
Management who said that the PDAF can be used only for projects,
not to purchase a vehicle.
The 50 percent from the PDAF of Teves was deposited to the
Municipal Government Fund of Dauin, and can be released only through
a barangay resolution, the mayor said.
During the last quarter of 2006, the money was released to
the different barangays. There are five barangays whose budgets
were not released for the failure of their councils to pass a resolution,
Alanano added.
Alanano there was no politics involved in the release of the
money because even Barangays Casili and Tunga-tunga in Dauin were
the first to receive funds. District 01 Barangay Captain Leon Regalado
claimed that he already received his share and had spent it for
the electrification program in his barangay.
Florencio Tubosa of Barangay Boloc-boloc, said that among
the barangay captains, he was the only one who objected to the proposal
but Partosa convinced him to agree to it.
Baslay Barangay Captain Montano Alap-ap said he was surprised
at Partosa's statement when almost all barangays had already received
part of the PDAF of Teves.*MA
