Joma faces three cases
for rebellion in Negros

Self-exiled communist leader Jose Maria Sison who is being sought by authorities for the crime of multiple murder in Leyte, also faces three rebellion charges in Negros Occidental, police records show.

Inspector Perfecto Goc-ong, chief of the Negros Occidental Police Investigation Branch, yesterday said Sison and several top leaders of the Communist Party of the Philippines, including those in Negros island, are facing rebellion charges, in connection with the separate raids of the Silay airport, police outposts in the cities of Escalante and Sipalay, as well as the burning of an Alter Trade cargo truck in Toboso, all of which took place last year. Sison, alias Armando Liwanag, whom the military claim to be the CPP chairman, Negrense-priest-turned-rebel Luis Jalandoni, Bayan Muna Party-list Rep. Satur Ocampo, are among the 53 persons ordered to be arrested last week by Leyte Regional Trial Court Judge Ephrem Abando for the crime of multiple murder.

Jalandoni and Sison are in the Netherlands where they have established a remote command center from where they continue to direct the activities of the New People's Army, and its legal fronts, police said.

Goc-ong said other respondents in the crime of rebellion, in connection with the Silay airport attack and bombing in October last year, are CPP spokesman Gregorio Rosal, alias Ka Roger, rebel priest Frank Fernandez, Cleofe Lagtapon, Bayani Obrero, Martin Manta, Romeo Mata, Roberto Marapo, Arlos Vargas, Nadit Patigas, Leopoldo Ilustrisimo, Ricky Larit, Armando Sumayang, Arlen Baynosa, Dionesio Sabanal, Noel Vergara, Alvin Mehania, Paulino Anton, Arturo Moleta and 30 other John Does.

The damage to the Silay airport facilities reached to P50 million, the police said.

Police investigations also showed that nine firearms were taken by rebels from the Malasibog police outpost in Escalante City on March 19 last year, which also co-incided with the birthday of Negros Occidental Governor Joseph Maraņon.

Goc-ong, however, said Sison was excluded from the list of respondents in the rebellion case, in connection with the Malasibog police outpost raid.

On the other hand, the raid at the San Jose police outpost in Sipalay City in November last year by an estimated 30 armed rebels, was repulsed by three policemen manning the detachment, police records also showed.

The burning of the Alter Trade Corporation cargo truck in Brgy. Tabun-ak, Toboso, was also claimed by the New People's Army, which was believed triggered by the refusal of its management to pay P30 million in revolutionary taxes, the police also said.

Goc-ong also said Jalandoni has not been included in the rebellion charges filed against CPP-NPA top leaders, in connection with atrocities allegedly committed by the insurgents in Negros.

The PNP is now asking the International Criminal Police Organization to issue a "red notice" for Sison and Jalandoni, which Director General Oscar Calderon says, is "the closest instrument to an international arrest warrant in use today based on a lawful arrest order against a person wanted for prosecution".

PNP spokesman Samuel Pagdilao explained that when a person listed in the Interpol Red Notice comes to the attention of the police abroad, the country that sought the listing is notified through Interpol and can request either his provisional arrest or deportation.*GPB
