| The Vista Alegre-Granada Elementary School in Bacolod City is a
priority area for teacher allocation, Education regional director Victoriano Tirol
said yesterday. Tirol said he is maximizing the allocation given to him
by the national office for additional teachers to be hired this school year. He
assured the Bacolod City Schools Division that it will be given a teacher for
the new school. Tirol said the divisions of Bacolod, Iloilo, and Boracay
are among the priority areas to receive additional teachers. He said he
is aware that the Vista Alegre-Granada school is newly constructed and it badly
needs, not only new teachers, but also other facilities such as classrooms and
chairs. Earlier, Supt. Milagros Gonzales said the city government, through
the Local School Board, hired para-teachers for the new school. Meanwhile,
Tirol said that public schools in the region will get at least two non-teaching
personnel to ease the burden of classroom teachers. He said that in most
schools, teachers were also assigned to do administrative and clerical work, rendering
them inefficient in their duty as classroom teachers. On the shortage of textbooks
in public schools, Tirol said that aside from limited supply of books, changes
in the curriculum also contribute to the problem. He said that any change
in the curriculum means automatic changes in the syllabus used by the teachers.
Changing the syllabus, Tirol said, causes delay in the printing of instructional
materials, vis-à-vis distribution of books to the schools. Tirol also
admitted that some of the textbooks used in the schools today contain erroneous
information, but he said this is beyond the control of the regional office.
He also said that that DepEd national office has already met with the publishers
of these textbooks. Tirol said the department is doing its best to ensure
that the next generation of books that will be supplied to the students will be
