treasurers hold seminar

Fiscal managers throughout Central Visayas are in Dumaguete City for a three-day performance evaluation and seminar-workshop on the theme "Treasurers and Assessors: Key to Growth and Stability."

The regional conference conducted by the Bureau of Local Government Finance was attended by executive director Presentacion Montessa, Department of Finance regional director Concepcion Daplas, and the president of the Philippine Association of Local Treasurers and Assessors Dr. Victor Endriga. Endriga's experience in fiscal management had inspired the more than 500 participants throughout the region to converge in Dumaguete, organizers said.

Endriga was responsible for the increased revenue collection of Pasig from P154 million in 1994 to P2.1 billion in 2000. He is presently the treasurer of Quezon City.

Addressing the participants, Endriga said treasurers should not only collect taxes but should also advise their local chief executives and Sanggunian members, on the proper disposition of local funds, and on other matters related to public finance. Endriga also told them to always be non-partisan, and noted that most of them in Metro Manila were reshuffled during the last elections.*RG
