City police to look
into teenage gangs

Bacolod City police director, Senior Supt. Ronilo Quebrar, said yesterday that they will look into cases of teenage gangs who victimize pedestrians and business establishments in the city at night.

Quebrar said he has directed the city's 10 police station commanders to "neutralize" teenage gangs that operate in their areas.

Quebrar cited Police Station 6 commander Chief Inspector Noel Mana-ay who said they are working on cases of groups in Brgy. Taculing and Mansilingan whose members, he said, stab pedestrians and stone business outfits without provocation, especially at night.

Among the groups that Mana-ay identified were the Happy Go Lucky, Bad Boys, Bandana, Tribo, Black Label, and Batang Inapi, Bumalik Upang Gumanti, which, he said, also wage "wars" against each other. Mana-ay said these gangs usually strike at Bangga Cory, Puentevella Subdivision, 5th Road, and in Purok Tumpok, all in Brgy. Taculing.

Quebrar said he has also ordered the station commanders to conduct dialogs with the gangs in their area to find out their agenda and encourage them to go into "productive activities."

"We will use the 'soft approach' in dealing with them," Quebrar said.

He added that it is important that they address the cases of teenage gangs while their members are still young because it will be difficult to handle them later on when they get involved in "bigger crimes."*PP

face murder raps
FOR STABBING MAN

The family of the 34-year-old Bacoleņo who was slain by his drinking companions Friday will file murder charges today against the two suspects who stabbed him, the police said yesterday.

Police Station 6 commander Noel Mana-ay said the family of Rufino Libo-on of Gonzaga Extension, Brgy. Taculing, Bacolod City, will file the cases against a certain "Pao-Pao" and an alias "Mongkoy" at the city prosecutor's office today.

Mana-ay said that they are now finalizing the affidavits of Libo-on's family and the evidence in their case against the two who were still at large up to press time yesterday. Police investigations showed that Libo-on was repeatedly stabbed by "Pao-Pao" and "Mongkoy" during an argument while they were drinking near a sari-sari store at Gonzaga Extension at about 12 a.m. Friday.

Libo-on was rushed to the Corazon Locsin Montelibano Memorial Regional Hospital but later succumbed to the stab wounds on his chest and hands, police reports said.

Mana-ay had earlier said that an old grudge between the victim and the suspects may have triggered the killing. The incident could also have been caused by the "culture of violence" at Gonzaga Extension where people "compete on who is braver among the rest."*PP
