Baylon seeking
reinstatement

Bryan Baylon, an official of the Corazon Locsin Montelibano Memorial Regional Hospital in Bacolod City, yesterday said he is seeking his reinstatement and will file a petition before the Court of Appeals in Cebu against Health Secretary Francisco Duque III, Dr. Domingo Vega and Dr. Jaime Barnadas, questioning the legality of his preventive suspension order earlier enforced by Vega.

Baylon's lawyer Jerry Basiao said they will file a petition for certiorari with prayer for preliminary injunction, and seek the reinstatement of Baylon as administrative officer of the CLMMRH. Basiao questioned the legality of the 90-day suspension, issued on July 10 by Vega, saying it was given before the Office of the Ombudsman could decide on the petition for suspension filed earlier by Vega himself against Baylon.

He added that they will seek the reinstatement since Baylon is without an assignment despite the transfer order issued by Duque.

"It was ironical for the DOH to pick on Baylon like this as it was him who exposed the irregularities at CLMMRH," Basiao said. Vega, Baylon, and chief of clinics Dr. Benito Bionat were ordered transferred by Duque. Basiao said, these should not divert public attention from the issues of corruption and anomalies at the CLMMRH for a long time now.*NAB
