Zamora files falsification
raps vs. city Sanggunian secretary

Bacolod City Legal Officer Allan Zamora yesterday filed falsification charges against Sangguniang Panlungsod Secretary Nilo Alejandrino before the Ombudsman-Visayas in connection with his daily time record.

In a letter dated July 26, Zamora requested Vice Mayor Jude Thaddeus Sayson to investigate the tardiness and absences of Alejandrino, including his "uniform" falsified entries of 8 a.m. to noon and 1 p.m. to 5 p.m. in his DTR before July 2007. He also requested that the DTR of Alejandrino should not be signed and certified by the Vice Mayor unless the correct time-in and time-out every working day are reflected in it.

Zamora said the filing of the case against Alejandrino is his first official act since the SP unanimously concurred in his appointment as City Legal Officer of Bacolod Wednesday, together with that of former Secretary to the Mayor Roger Balo, as City Administrator.

But before his appointment was concurred in by the SP, Councilor Alex Paglumotan informed the Council of a letter sent by Alejandrino to the Civil Service Commission VI requesting for a certification of the case involving the invalidation of the appointment of Zamora. The CSC had refused to issue the certification since the matter is pending the Court of Appeals, Paglumotan said.

Zamora had secured a temporary restraining order from the CA on the case recently.

Zamora also said the coming in and going out of city officials holding office at the Bacolod City Hall are recorded in the log book of the Public Order and Safety Office personnel assigned as City Hall guards.

Records of the July 2007 logbook of the POSO, which he submitted to Sayson, showed that Alejandrino would at times, report at 9:55 a.m or 10:35 a.m. or only at 3 p.m. He also failed to report for work on July 16 and 23, he said.

In an interview with ABS CBN, Alejandrino said he is unfazed by the charges of Zamora and is ready to face it in the proper forum. Asked for his reaction to the unanimous concurrence by the SP of his appointment, Zamora said he is happy because it shows that he is still the CLO of Bacolod. He said that, as CLO, he has one principal function and that is to defend and protect the Mayor of Bacolod.*CGS
