A Regional Trial Court judge handling heinous crime cases in Bayawan City, Oriental Negros, was shot thrice by motorcycle-riding suspects outside his residence, at about 7:40 p.m. Wednesday, the Philippine National Police reported.

Judge Orlando Velasco, 59, presiding judge of RTC Branch 63 in Bayawan, was shot with a .45 caliber pistol, and was taken to a hospital in Dumaguete where he is now safe and recuperating.

One of the suspects was later arrested in a police blockade set up in Sta. Catalina, and was identified as Tolyo Eminido, 20, single, of Nagbagang, Sta. Catalina.

tax laws seriously

The Bureau of Internal Revenue District 79 based in Dumaguete City vowed to seriously implement tax laws, to meet the funding requirement of proposed plans and programs President Gloria Macapagal-Arroyo mentioned in her recent state of the nation address.

Revenue district officer-in-charge Arturo Acabal said that of the P1 trillion requirement, P730 billion will be collected by the BIR, P200 billion by the Bureau of Customs and the rest by other government agencies. Acabal said the BIR is focusing weak areas in tax administration, including the implementation of the value added tax, due to loopholes with the removal of the 70 percent limitation provision.

It is also seriously collecting the two percent excise tax on sand and gravel, and quarry operations, which has been devolved to local district offices, he added.

PAO backs legislations
on summary executions

President Gloria Macapagal-Arroyo hit the nail on its head when she asked Congress to pass a number of legislations to address political killings and poll-related violence in the country, Oriental Negros attorney Erwin Vergara said.

Vergara said law enforcement agencies should always observe legal procedures, not only the substance, in implementing the Human Security Act of 2007.

He also said a total revamp of the Commission on Elections is necessary if only to restore its image and credibility. Meanwhile, provincial officials lauded the president for the various infrastructure projects mentioned in her seventh SONA, one of which is the upgrading of the Sibulan-Dumaguete alternate airport.
