On BACIWA

How come Baciwa can't give efficient service to its customers? In the place where I live, we have no water in the morning and it only comes back before 12 noon. When you call their complaints department they always give the same lame excuse that one of their wells is out of order or that because there was a brownout the night before, their wells can't provide enough pressure. We, the consumers, always pay our bills but how come these public service provider can't perform better?
