Dads eye ordinance to prevent summary slays

An ordinance has been proposed in the Dumaguete City Council that seeks to prevent extra-judicial killings, and promote peace and order in the city.

The ordinance authored by Councilor Nilo Sayson passed on the first reading Thursday. The measure aims to create the Bantay Katilingban Federation, Barangay Bantay Katilingban Councils and the Barangay Bankat Chapters.

These Bankat chapters will be created in each of the 30 barangays of the city, Sayson said, adding that the ordinance is not just a copy of those of other cities, but admitted he has read and considered some points in similar ordinances from other localities. .

Four barangays in Dumaguete City did not reach the desired number of registrants for the Sangguniang Kabataan polls during the one-week registration that ended Sunday, the Commission on Elections said.

Comelec records showed that Poblacion 3 had only three registrants, Poblacion 6 - two, Poblacion 4, - one, and Poblacion 5 had none. This means that these barangays cannot complete the six-councilor SK lineup, the Comelec added.

Records also showed that the only SK registrant for Poblacion 4 was Mary Joanna Tabunda, which makes her automatic SK chairman if the registration is not extended.

PNOC-EDC building plant
for coco methyl ester prod’n

The Philippine National Oil Co.-Energy Development Corp. is building a plant designed for small-scale production of coco methyl ester using waste geothermal heat from its geothermal power plant in Palinpinon, Oriental Negros.

The plant, estimated to cost P2.5 million, will have a 1,000 liter capacity a day, Agnes de Jesus, PNOC-EDC vice president for environment and external relations, said yesterday.

It is targeted to be completed this year, she said.

It will use geothermal waste heat from a reinjection well using shell and heat tube exchangers, she said.
