Dads eye ordinance to prevent summary slays

An ordinance has been proposed in the Dumaguete City Council that seeks to prevent extra-judicial killings, and promote peace and order in the city.

The ordinance authored by Councilor Nilo Sayson passed on the first reading Thursday. The measure aims to create the Bantay Katilingban Federation, Barangay Bantay Katilingban Councils and the Barangay Bankat Chapters.

These Bankat chapters will be created in each of the 30 barangays of the city, Sayson said, adding that the ordinance is not just a copy of those of other cities, but admitted he has read and considered some points in similar ordinances from other localities.

SP member Harison Gonzales, representing the Association of Barangay Councils, objected to the ordinance, saying several barangay captains also expressed opposition to it.

He said the ordinance will encroach on the power and functions of barangay officials.

Vice Mayor Woodrow Maquiling said the barangay captains will have the opportunity to air their views on the matter, after the proposed ordinance undergoes second reading.*RA
