The third division of the Supreme Court has dismissed a petition filed in 2001 against the Dumaguete government represented by Mayor Agustin Perdices and four other respondents, by several City Hall employees whose appointments were invalidated.

The SC posted in its website yesterday the decision in favor of the city, saying it is beyond its authority to rule on the validity of petitioners' appointment as it is now the subject of a petition for review before the Court of Appeals, in Cebu City.

The case stemmed from the questioned 15 promotional and 74 original appointments for various positions made by then outgoing Mayor Felipe Antonio Remollo.

A kidney transplant operation can now be performed in the Negros Oriental Provincial Hospital, but it is still awaiting accreditation from the medical board, which is among the many requirements.

Retired IPHO and now consultant Dr. Ely Villapando said, the provincial hospital is capable of performing the operation with a team of doctors from Bacolod, Cebu and Oriental Negros. The desire of the provincial hospital management is supported by Dr. Enrique Ona, director of the National Kidney Institute, who inspected the entire system recently, with Gov. Emilio Macias II, who is also a doctor by profession.

Valencia gets P169M
royalty share surplus

The Valencia government has apportioned a large portion of its P169-million royalty share surplus from the Philippine National Oil Company for various livelihood projects for residents.

These programs include farm to market roads, planting of fruit trees, water works system and irrigation, Vice Mayor Diodoro Olasiman said. He added that the use of the fund came after General Appropriations Act of 2005 allowed localities receiving royalties from PNOC, for livelihood purposes. Olasiman said that, three years ago, the town secured a clearance from the Department of Budget and Management to allocate the surplus for livelihood projects.

Municipal treasurer Rolando Obaniana said Valencia acquired huge surplus consistently because its royalty share is bigger compared to the amount of subsidy to the electric consumers.
