The Oriental Negros Sanggunian acknowledged the role of the Provincial Legal Office, during its recent preliminary hearing on the reappointment of beleaguered PAO chief Erwin Vergara.

This was after Board Member Marcelo Adanza (3rd district) claimed that a provincial attorney could make or unmake a local government unit. Adanza cited an expropriation case in Zamboanguita town while he was still mayor in 1999, where the municipality was directed to pay P2.6 million, instead of P400,000, due to what he said was the failure of the PAO to file the necessary pleadings with the Court of Appeals within the prescribed period.

Vergara, however, insisted it was not his fault, stressing that when the case reached the CA, he had already withdrawn as counsel for the municipality because of the distrust of the mayor, as they did not belong to the same political camp.

Guihulngan becomes
sixth city of NegOr

Guihulngan, the biggest municipality in Oriental Negros, is now a city after a plebiscite confirmed the approval of its residents Saturday.

Election officer Roy Aragones said the plebiscite reported a substantial participation of the people who voted yes to the cityhood of Guihulngan.

The city of Guihulngan has a population of more than 102,000 and more than P54 million in yearly income.

From an Internal Revenue Allotment of P94 million, it will be receiving P350 million. City officials intend to push through livelihood programs, farm to market roads and financial assistance to farmers.

Vermicomposting pushed

The Office of the Provincial Agriculturist in Oriental Negros is raising a small army of earthworms capable of turning organic waste into organic fertilizer.

Earthworms are playing a key role in the venture of the province into organic farming after then Gov. George Arnaiz declared that Oriental Negros will start shifting from conventional farming, into organic farming technology, or natural farming systems. Provincial agriculturist Gregorio Paltinca said they are using the African night crawler and red wriggler species of earthworms in vermicomposting, or the process of using earthworms to turn organic waste into vermicompost or vermicast, a high quality and chemical-free natural fertilizer.

Because they are prolific, these wriggling processors of organic waste have a high reproductive rate and voraciously feed on organic waste such as cow manure, grass, dead leaves or discarded vegetables, he said.
