Duque
approves transfer The transfer of three top Corazon Locsin Montelibano Memorial Regional Hospital officials has been approved by Health Secretary Francisco Duque III who is appointing a new management team to temporarily run the facility, Dr. Robert So, chief executive assistant of the secretary, confirmed yesterday. To be transferred are Dr. Domingo Vega, CLMMRH chief, Dr. Benito Bionat, chief of clinics, and Bryan Baylon, chief administrative officer, So told the DAILY STAR. They will be transferred
while an investigation on the recommendation for the filing of charges
against them is ongoing so as not to influence its outcome, So also

Complaint submitted
to ombudsman BY NIDA BUENAFE The Corruption and Prevention Unit of the Bacolod Social Action Office submitted yesterday to the Office of the Ombudsman Visayas the complaint of Hospital Watch about reported irregularities at the Corazon Locsin Montelibano Memorial Regional Hospital. The group also questioned the integrity and capability of the Department of Health officials, including Secretary Francisco Duque III to conduct an honest probe on issues against the CLMMRH management. In its
complaint, the group cited irregularities in the bidding procedure
of hospital supplies, chronic delay and shortages in the release
of personnel salaries, overcharging of patients, conspicuous lifestyle
and questionable wealth of certain hospital officials, and abuse
of power and discretion of hospital chief Dr. Domingo Vega. | ||||

Judge
orders PPA to desist The Regional Trial Court has ordered the Philippine Ports Authority to cease and desist from enforcing or implementing the revocation of the certificate of registration/permit to operate of BREDCO which took effect June 1. PPA revoked the PTO of BREDCO for implementing higher tariffs without authority of the PPA. The revocation meant that PPA will be charging BREDCO 100 percent usage and wharfage fees on all vessels and cargoes loaded and unloaded at the port. As a
result BREDCO filed a civil action for injunction with damages
with prayer for preliminary injunction/temporary restraining order
saying it was not given due process before the revocation. In
his order dated July 3, RTC Judge Fernando Elumba, also directed
the PPA and any and all persons acting under its direction, to
cease and desist from charging 100 percent usage and wharfage
fees on all vessels and cargoes loaded and/or unloaded at the
BREDCO port and upon the plaintiff itself and its agent, as well
as, from collecting 10 percent of the stevedoring and arrastre
service fees. | ||||
