Candidates in the local and national elections this year may enter unharmed the so-called controlled areas of the New People's Army in the hinterland barangays of Oriental Negros, if they give an M-16 Armalite rifle as permit fee or gate pass.

This was revealed by captured and self-confessed Communist Party of the Philippines-New People's Army leader Raul Villar, alias Ka Drilon, in an interview with the DAILY STAR. Villar, who claims to be a squad leader of the NPA's Larangan Guerilla 5 in Southern Negros, disclosed that the tactical permit to campaign in their areas had been existing for a long time.

In Oriental Negros, he said many politicians had given them firearms, but he refused to reveal their names.

Captured New Peoples Army Hukbo leader Raul Villar alias Ka Drilon yesterday pleaded not guilty to multiple homicide charges during arraignment before Regional Trial Court Branch 42, Piapi, Dumaguete City. The charges involved the ambush-slay of four municipal employees in Sta. Catalina on May 8, 2002.

In an interview with the DAILY STAR, Villar said he was ordered to commit the crime, not as a civilian, but as a leader then of the Revolutionary Proletarian Army-Alex Boncayao Brigade where he was the vice district commander, organizer and intelligent officer.

He also admitted that the order coming from his superiors was really to rob and kill the persons bringing the payroll money.

20% rise in tax
collection seen

The target for tax collection in Oriental Negros is expected to increase by 20 percent this year, Arturo Acabal, officer in charge and revenue district officer of the Bureau of Internal Revenue in Dumaguete City, said recently.

Acabal attributed the projected rise in collection to the imposition of the Value Added Tax.

A 2 percent VAT was added on all goods and services in February 2006.

A year later, VAT proved to have helped the economy greatly specifically in the administration's project to alleviate poverty, Press Secretary Ignacio Bunye claimed.
