Residents of Bangga Totong in Brgy. Estefania, Bacolod City, yesterday
claimed that the operation of the Well No. 8 of the Bacolod City
Water District is causing the drying up of the deep wells in their
area.
The residents, who are members of the Kalubkob Community Association
Inc., aired their sentiments at a press conference held at their
public plaza yesterday.
Their president, Segismundo Hiponia, said they are experiencing
water shortage because the BACIWA well is siphoning the water supply
from their deep wells. He also claimed that the operation of the
BACIWA well at the Benares property is illegal.
But BACIWA operations head, Samuel Penado, brushed aside
the claim saying they have permits from various government agencies,
including the National Water Resources Board.
He said BACIWA was officially informed about the residents'
complaint only yesterday although they had already brought their
problem to Brgy. Capt. Peregrino Aspan last month yet.
Penado told the DAILY STAR BACIWA personnel will conduct
an inspection in Bangga Totong today.
We will determine which areas are affected and how many deep
wells have dried up, he said.
BACIWA opened Well No. 8 to serve the water needs of more
residents of Brgys. Handumanan and Felisa, he said.
In late 2005 when Handumanan residents also had a similar
complaint, BACIWA pulled out their defective pumps to repair them
and installed water pipe lines in the barangay.
Mayor Evelio Leonardia had previously imposed a cease-and-desist
order on the further operation of the Baciwa pumping stations in
Brgys. Handumanan and Felisa, but later lifted the order on certain
terms and conditions offered to the residents.*NLG
