Governor George Arnaiz said he is hoping that government projects
in Sitio Kakha, Sta. Catalina, will improve after the arrest of
New People's Army leader Raul Villar in Siaton, Oriental Negros.
Arnaiz said they had difficulty in implementing government
projects in Kakha because of the influence of Villar on the people
in the area. Villar's family, in-laws, and some NPA members still
reside in Sitio Kakha, Barangay Talalac, Sta. Catalina.
The governor said people in Kakha refuse to support government
projects because of fear, and because they were also convinced of
the NPA's propaganda. Arnaiz said Sitio Kakha is far behind Sitio
Avocado and Omul, both in Barangay Talalac, in terms of development.
He said he is hoping that the residents of Kakha will support
the project and help in bringing back the trust and confidence of
the people in the government. He also said that projects like livelihood
and infrastructure are among the key elements for solving the insurgency
problem in the mountains.*MA
