The number one most-wanted person in Oriental Negros -- a suspected Communist New People's Army guerilla wanted for the deaths of four people almost seven years ago -- was arrested by Army soldiers yesterday morning in Siaton town.

The elusive Raul Villar, alias Ka Drilon, who is said to be an NPA leader operating in Siaton and the nearby southern towns, was arrested around 9 a.m. Monday in Sitio Kabankalan, Barangay Tayak in Siaton with his security escort, Francisco Mahilum, alias Ka Jong Jong.

Villar, who has a standing warrant of arrest for robbery with multiple homicide, was arrested by elements of the Bravo Company of the 61st Army Infantry Battalion, led by 2Lt. Danilo Baranda, Jr., in coordination with elements of the PNP's 705th Provincial Mobile Group, Oriental Negros PNP provincial director Sr. Supt. Melvin Ramon Buenafe said.

plan for '07 ok'd

The Provincial Development Council of Oriental Negros has approved P148,663,335 for the annual investment plan, the bulk of which will be allocated to infrastructure projects.

Gov. George Arnaiz said he considered this year's PDC annual meeting as "special" because it could be his last after announcing his intention to be a congressional candidate in the second district in the May elections.

Arnaiz stressed that, due to political unity, PDC meetings are not as chaotic as expected because all the local chief executives were consulted on their priority projects.

Murder witness abducted,
made to recant, lawyer says

The eyewitness in the murder of a businessman and a Tau Gamma fraternity member by alleged members of the AKHRO fraternity more than two months ago was reportedly abducted and made to sign a recantation in her affidavit reportedly made under duress.

This was confirmed yesterday by Saleto Erames, private counsel of Francis John "Chino" Perez, owner of the Kinaiyahan outdoor shop who was shot dead on Nov.3, 2006 while having dinner in a nearby restaurant.

Erames said the eyewitness executed a long affidavit on claims that she was abducted in Sibulan last week and brought to different places. She further claimed she was forced to sign a recanting statement under threat to her life.
