2 more cops face raps
for human rights abuse
Two more policemen are facing complaints for alleged
"police brutalities" before the Commission on Human Rights for the
mauling of a minor in La Carlota, and three brothers in La Castellana,
Negros Occidental.
Facing the complaints before the CHR are Police
Officer 1 Ulysses Parocco and SPO3 Leonel Adolacion, both members
of the La Carlota and La Castellana police stations, respectively.
CHR investigator Ariel Marapo yesterday said
a 15-year-old, whose identity is being withheld by the DAILY STAR,
was hospitalized after being mauled allegedly by Parocco and his
group on Feb. 9 at Burgos Street in La Carlota City.
Marapo said the minor, who was left unconscious
by Parroco and his group after the alleged mauling incident, was
brought to the Don Salvador Benedicto District Hospital.
CHR initial investigations show that the incident
was triggered by a heated altercations between the companion of
the minor, and Parocco and his group.
For still unknown reasons, Parocco vented his
anger on the minor who tried to flee, investigation showed.
Marapo said Parocco vehemently denied the accusations
of the minor who is a Filipino-Swiss mestizo.
Adolacion is also facing complaints before the
CHR for allegedly mauling Arnold Gabales and his two brothers, Ariel
and Armil, at the public market of La Castellana on Feb. 4, whom
he allegedly hit with a baseball bat.
Marapo said Arnold now has to use 'crutches'
because of the mauling, while his two brothers are now detained
at the police station jail of La Castellana for alleged direct assault
on an agent of a person in authority.
Police investigations also showed that Adolacion,
who responded to a commotion, was ganged up on by the Gabales brothers
who were under the influence of intoxicating liquor.
Marapo is scheduled to meet with the minor and
Arnold Gabales today in La Carlota, to have their statements subscribed
in court, in connection with the filing of criminal complaints against
Parocco and Adolacion.
The CHR also summoned Chief Insp. Jefferson Descallar,
Cadiz police chief, for the apprehension and detention of Marcelino
Palomo who were mistaken for a "fugitive".
Descallar, Supt. Cornelio Defensor, PO1 Richard
Lampon and five Civilian Volunteer's Organization members were charged
before the CHR for unlawful arrest, arbitrary detention and violation
of RA 7438, the act on the rights of a person under custodial investigation.
Marcelino Palomo was mistaken by Descallar and intelligence
operatives of the Western Visayas police for Romeo Palomo who is
facing highway-robbery charges, and who included in the list of
20 most wanted persons in Western Visayas, with a bounty of P70,000
for his arrest.*GPB

Teener
nabbed for
gun ban violation
A teenager was arrested for alleged possession of
an improvised shotgun, making him the seventh person to be accused
of violating the election gun ban in Bacolod City since January.
Apprehended was Edgardo Arellano Ordaniel Jr.,
19, single, of Purok Tinagong Paraiso, Brgy. Banago, Bacolod City
for alleged possession of an improvised firearm, locally known as
"sumpak", at Puno Banago, in the barangay at about 10:45 p.m. Monday,
police reports said.
Police Station 3 operatives led by SPO1 Romeo
Estilo Jr. responded to the report of a concerned citizen about
a stoning incident in the barangay, police reports said.
The police recovered the 12-gauge "sumpak" from
Ordaniel who was allegedly under the influence of intoxicating liquor,
police reports added. In Negros Occidental, including Bacolod City,
16 firearms and two fragmentation grenades have been confiscated
from arrested violators, two of them Army soldiers, police reports
said.
The Commission on Elections gun ban took effect Jan,
14, and will end in June this year. *DMG
