'hotspots'-- COMELEC

The Commission on Elections in Oriental Negros has identified at least nine barangays under the watch list of the Philippine National Police because of incidents in the last 2004 local elections.

A report from the Central Visayas police disclosed that two more barangays in in the province were affected and threatened by the New People's Army in the last polls.

Provincial election supervisor Manuel Advincula said the watchlist is on the basis of what happened in the previous electoral process.

No turning back

Oriental Negros Board Member Arturo Umbac said there is no turning back in his decision to run for mayor of Dumaguete in the May 14 elections.

He said he believes it would be premature to name names for his political ticket, because even the administration candidates have not yet made a final list of its candidates for councilors.

Umbac said many have signified their intention to be with his group but they have to go through a tedious screening process.

child-friendly city in country

For consistently implementing programs for children, Dumaguete City has been adjudged as one of the four most child-friendly cities in the Philippines this year.

City Social Welfare and Development Officer Marina Mendoza, who went to Manila to receive the award in Malacaņang, said the city has also won three times as the most child friendly city in Central Visayas.

The city is expected to receive an award of P300,000 from the national government, Mendoza said adding she believes that Dumaguete was cited for its several sustaining projects for children. She said under the law, there must be day care center in every barangay, but in Dumaguete, there are already 60 day care centers put up by the city in 30 barangays. These are manned by highly trained teachers.
