PNP assures impartial
probe on raps vs. cop

Senior Supt. Rosendo Franco, police provincial director, yesterday said the three brothers who claimed to have been hit with a "baseball bat" by a policeman can file charges against the law enforcer.

Victims Arnel Gabales and his two brothers, Ariel and Arnold, claimed they were struck by PO3 Leonel Adolacion who responded to the complaints of Leo de los Reyes, a guard of the La Castellana public market, during the weekend.

The policeman had pacified the brothers for allegedly mauling a market guard during a commotion in La Castellana, Negros Occidental. Franco assured the Gabales family of an impartial investigation of the incident and added they are free to visit his office anytime to air their grievances against the La Castellana police.

Senior Inspector Placido Composa, town police chief, said Adolacion who tried to pacify the commotion, was also ganged up on by the Gabales brothers who were under the influence of intoxicating liquor.

This prompted Adolacion to defend himself with a baseball bat. Franco said Adolacion only responded to a commotion that involved the Gabales brothers, who are still locked up at the police station jail of La Castellana.

As to claims that the prescribed period of detention of Gabales brothers has already lapsed, Franco said he will verify it, as he has not yet received the report of Composa.* GPB

NGOs, agencies
cited for helping police

The Cadiz City police attributed the peaceful staging of this year's Dinagsa Festival to the joint efforts of non-government organizations and government agencies, a press release from the city said.

Mayor Salvador Escalante and city chief of police Chief Insp. Jefferson Descallar awarded certificates of appreciation to groups and individuals who assisted the police in maintaining peace and order during the 10-day festivities.

The police apprehended 28 persons with bladed weapons, one for illegal possession of firearm, and one for illegal drugs. The awardees were the 12th Infantry Battalion, 1st Provincial Mobile Group, 1st and 2nd companies of the 6th Regional Mobile Group, Malacanyang Active Combat Forces, 603rd Philippine Coast Guard Detachment, Kabalikat Civicom, Philippine Guardian Brotherhood Inc., Guardian Brotherhood Federal, Inc., Negros Island Intelligence Group, Bantay Bayan, Cadiz City Media Bureau, Caduhaan National High School CAT Unit, DVGMNHS CAT Unit, Villacin National High School CAT Unit, City Market Operations Division, Solid Waste Management Advocacy Team and the Cadiz Create-Rescue Group, the press release added.*

2 nabbed for shabu

Policemen yesterday arrested a suspected drug pusher and his companion for violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, in Brgy. Dos Hermanas, Talisay City, Negros Occidental.

Chief Inspector Joseph Thomas Martir, Talisay police officer-in-charge, identified the persons arrested as Reggie Koa, 23, and Joven Catalogo, 24.

Martir said the name of Koa is included in the drug watch list of the Talisay police.

Initial police investigations show that Koa and Catalogo, were intercepted by the Talisay police while on board a Ramjet motorcycle, on their way to Brgy. Dos Hermanas in Talisay City, which was celebrating its fiesta yesterday. Martir said Catalogo surrendered two elongated sachets of suspected shabu worth P1,500.

Police investigations also showed that the shabu was purchased by Koa and Catalogo in Purok Sigay in Brgy. 2 poblacion, Bacolod City, for distribution in Brgy. Dos Hermanas.

The two are now detained at the police station jail of Talisay City, pending the filing of charges against them.*GPB
