We are beggars,
Comelec chief says
BY ROMY AMARADO

The lack of supplies continues to affect the operation of the Commission on Elections in Oriental Negros, provincial election supervisor Manuel Advincula said.

He said his office has not yet received office supplies like paper, computer toner, among others, from their national office.

This affected some of their activities for the May 14 polls, including the Precinct Certified Voters' List which cannot be expedited because of lack of computer toner. "We are like beggars, begging from other offices," Advincula said, although he clarified that, "This has been a perennial problem and not a cause for alarm."

Meanwhile, Advincula said the youth qualified to vote have not registered.

"They are not motivated as shown by the low turnout of registered voters," he said.

He added that right after the 2004 elections, the COMELEC conducted a daily registration of voters, but the highest number of registrants in each municipality every month was only around 20.

Advincula said the list of the total number of registered voters in the province is still being finalized.*RA
