Ramos confident BREDCO
takeover ordinance will pass

Bacolod Councilor Dindo Ramos said he will present to the Sangguniang Panlungsod on Wednesday the Takeover Ordinance which he believes will be passed on third and final reading.

However, Vice Mayor Jude Thaddeus said he would like to give the new members of the Sangguniang Panlungsod time to study the proposed ordinance.

Barangay Captain Diosdado Valenzuela of Brgy. Estefania, Bacolod City , took over the post of Councilor Arturo Parreño on Nov. 30 as representative of the Liga nga mga Barangay in the SP, while Kevin Daniel Ramos, 15, was only recently elected Sangguniang Kabataan Federation president, replacing Councilor Marx Louie de la Rosa .

The ordinance laying down basic polices, guidelines, rules and procedures for the protection of the rights of ownership of the city over the reclamation project, port and port operations at the reclamation of Bacolod City had been passed by the SP on second reading on Nov. 28.

Ramos said they were not able to include the proposed ordinance last week because the session was moved to Monday and added that they will no longer wait for Councilor Napoleon Cordova to return from the States in February next year.

Sayson said he believes the new members of the SP should be given time to read the ordinance and to study its history. And, maybe after that, they can already participate in the passage of the ordinance on third reading, he said.

As presiding officer, Sayson said, he would like to give Kevin a chance to read all the documents on the proposed ordinance.

“Since this will be a defining ordinance for the future of Bacolod , I would like to give everybody a chance to read it especially the new members,” he said.

But this will depend on the proponents, if they will push to include it in the agenda on Wednesday, Sayson added.

Meanwhile, Ramos said and he will discuss the ordinance with Kevin and will respect his decision because he believes he can decide for himself.

“If there is a request for deferment we can deliberate on it,” he said. If it will be deferred for one week he said there is nothing wrong with that, he added.

Ramos said he is confident the proposed takeover ordinance will be passed on final reading since they have the majority.*CGS
