| Estefania Brgy. Captain Diosdado Valenzuela took his oath of office yesterday before Bacolod Mayor Evelio Leonardia as president of the Liga ng mga Barangay of Bacolod City, a City Hall press release said.
Valenzuela, incumbent vice president of the league succeeds Councilor Arturo Parreño whose term ended at noon yesterday, the press release said.
Department of Interior and Local Government provisions state that “If the Liga Chapter President ceases to be a Punong Barangay by noon of Nov. 30, 2007, either because he was not re-elected or his term expired on the same date, the incumbent Vice President of the same Liga Chapter shall represent the Liga in the Sanggunian concerned as ex-oficio member; provided however, that he was re-elected as Punong Barangay in the last barangay elections. “
Undersecretary Austere Panadero has sent the Advisory to all local chief executives, Sangguniang Panlungsod/Bayan/Barangay, DILG Regional Directors, DILG Field Officers and other concerned.
The national Liga ng mga Barangay Executive Director, Eduardo Tiongson, said it is also stipulated in the advisory that “in the purpose of smooth transition and to avoid unnecessary vacuum in the Liga leadership, most importantly in the representation of the Liga in the various sanggunians after November 30, the same guideline was also observed.”
Paragraph two of Section 1 Article XII of the Liga Constitution and By-laws sated, and must be observed: “If the incumbent Liga Chapter President is not re-elected as Punong Barangay, the incumbent Vice President who is re-elected as Punong Barangay shall represent the Liga in the sangguniang concerned.
The elections for the officials of the Liga ng mga Barangay is set on December 29, while for the Sangguniang Kabataan, December 6 of this year. Valenzuela's assumption of Office is effective until December 29, 2007.
Officials who witnessed the oath-taking were DILG City Director Ireneo Asuga, Vice Mayor Jude Thaddeus Sayson, Councilors Wilson Gamboa Jr., Greg Gasataya, Homer Bais, Dindo Ramos, Al Victor Espino, Roberto Rojas, some Barangays Captains, executive assistant Butch Soliguen, and Valenzuela's wife, Elsie.*
