City Legal Officer Allan Zamora yesterday said he will inhibit himself from investigating
the complaint against the collection of derby proceeds involving Sangguniang Panlungsod
Secretary Nilo Alejandrino. The SP recently passed a resolution approving
the joint committee report submitted by the Committee on Ways and Means and the
Committee on Laws, Ordinances and Good Government involving the collection of
derby proceeds, with the recommendation that the same be referred to the City
Legal Office for investigation, and for it to submit its findings and recommendation
to the SP. During a joint committee hearing conducted on June 27, 2007,
it was found out that Alejandrino is the one receiving part of the proceeds due
the beneficiaries (instead of the Sports and Regulation Officer), based on the
testimonies and evidence presented. It was also found out that there were some
Day Care Center supposed to be beneficiaries who did not receive any amount from
the cockpit operators, although records show that they were given the amount.
Zamora said he is inhibiting himself from investigating the complaint
because of his relationship with Alejandrino. He cited that Alejandrino had questioned
his appointment as City Legal Officer before the Civil Service Commission and
that he had requested the SP to initiate proper action against the act of shoplifting
allegedly committed by Alejandrino last May. Zamora said he will refer
the matter to Mayor Evelio Leonardia and if the Mayor approves it, there are four
other lawyers at the CLO who can investigate the complaint, all being career employees.*CGS
