DPWH employs 10 'ghost
workers': mayoralty bet

At least ten positions in the waterworks construction division of the Department of Public Works and Highways in Oriental Negros are "ghost employees" receiving regular compensation but not reporting for work, a press release from the camp of congressional candidate Jocelyn Limkaichong said.

The press release claimed that the log sheets of these workers are being prepared every 15th and 30th of the month by Filda Torres, and signed by a certain Elvis. Reggie Pastor is the head of the project in which these employees are supposed to work, Jessie Paquibo signs the log sheets for submission to DPWH, and Jeruel Navarro prepares the payroll, the press release also claimed.

These workers include the drivers of Guhulngan Vice Mayor Macalua, Jacey Paras, and former Rep. Jerome Paras; Jerome's community organizers, staff and an encoder, the press release further claimed.

SU standing firm
on retirement plan

Silliman University in Dumaguete City is standing pat on the legality of its Retirement Plan which the Supreme Court invalidated last month, saying it did not violate any labor or social welfare law at the time of its establishment.

In its Motion for Reconsideration, the University said that declaring the Plan null and void will result in a serious impairment of vested rights among the employee-members and the University.

The Retirement Plan, which has been in effect for over 30 years, called for the compulsory retirement of an employee who was rendered 35 years of continuous service to the University or who has reached the age of 65.

Under this plan, the University retired Alpha Jaculbe, a nurse at the Silliman University Medical Center, who was 57 years old.

The race congressional seat in the first district of Oriental Negros is going to be a close fight between the two women candidates, La Libertad Mayor Jocelyn Limkaichong and Olive Paras, Rep. Herminio Teves (3rd district) said.

Teves, the provincial chairman of Lakas-NUCD, said this was the result of a survey he commissioned recently.

Teves, a supporter of Limkaichong, said the ratio is only less than one half of one percent between Jocy and Olive. "Of course, Jerry (Paras) is quite low," he said of another congressional candidate, at a press conference in Dumaguete City last week.

Danilo Roble is also seeking the seat for Congress.
