The Dumaguete City Sanggunian is preparing to pass an ordinance
that will regulate the management of parking in the city streets,
which has become a livelihood for dozens of parking attendants.
Proposed by Councilor Urbano Diga, the ordinance, which is
still on second reading, seeks to empower poblacion barangays in
regulating parking in their areas as well as to raise revenue for
their barangays, the city and parking attendants.
During the second reading, Thursday, the council agreed that
barangays concerned should collect, through accredited parking attendants,
a minimum of P5 an hour for four-wheeled vehicle and P2 per hour
for two-wheeled vehicles or motorcycles.
The proposed ordinance also provides that, of the proceeds,
40 percent should go to the barangay, 40 percent for the parking
attendants and the remaining 20 percent to the general fund of the
city government. Diga said the barangay chairperson must impose
discipline among the attendants who should always display identification
cards. Under this, Diga said barangay chairmen may dismiss and blacklist
erring parking attendants.
The ordinance also holds parking attendants answerable for any
form of vandalism on vehicles entrusted to their care. Deliberation
on the proposed ordinance will continue Thursday, next week.*RA
