Candidates for various elective positions in the 1st Congressional District in Oriental Negros yesterday signed a covenant for free, credible, honest, orderly and peaceful elections after a dialog initiated by the provincial Philippine National Police office and the Commission on Elections.

The dialog was hosted by the local government of Guihulngan under Mayor Ernesto Reyes, and attended by PNP regional director Chief Supt. Silverio Alarcio Jr., who had just come from an inter-agency conference in Camp Crame on the 2007 elections. The candidates pledged to uphold the fundamental principle of democracy, respect the exercise of suffrage, respect the sacredness of the ballot, and uphold and abide with the principles of peace and lawfulness in their campaigns and partisan activities.

"It seems something is brewing in La Libertad and in Canlaon City," Commission on Elections provincial supervisor Manuel Advincula said, adding that he is planning to devise way of diffusing tension in these areas.

Advincula said it would not be good to hear that Oriental Negros will follow the likes of Abra province, Isabela and some parts of Mindanao where some areas may be placed under COMELEC control, due to tension and election-related incidents.

However, Advincula said, if pressed by these developments, his office will be forced to place certain areas in the 1st Congressional District under Comelec control as provided in Resolution 7784 and other laws. He personally does not want this to happen, Advincula said.

Left-leaning
candidates warned

Brig. Gen. Gregorio Fajardo, 303rd Infantry Brigade commander, yesterday warned candidates who are keeping ties with terrorist dissidents in pursuing their political ambitions.

Fajardo made the statement when told about possible alliance between local candidates and the Communist Party of the Philippines-New People's Army, in accommodating party list groups being used as front organizations of the underground movement in exchange for needed votes.

Fajardo said these candidates may be charged with treason, and the Army will intensify its internal security operations in Negros island. Fajardo said he noted a 20 percent decline in the NPA strength and in NPA atrocities since January this year.
