La Libertad mayoralty candidate Napoleon Camero has filed a disqualification
case against incumbent Mayor Jocelyn Limkaichong questioning her
citizenship, before the Commission on Elections in Manila.
Camero claimed, among others, that Limkaichong was born of
a Chinese father and a Chinese mother, and is not qualified to run
for Congress representing the 1st district of Oriental Negros. Under
her certificate of candidacy, Limkaichong said she was born on November
9, 1959 and at the time of her birth, her parents were both citizens
or subjects of China.
This was based on the certification issued by Danilo Almeda,
chief, alien registration division of the Bureau of Immigration
in Intramuros, Manila.
The certification disclosed that Limkaichong's mother, Anesia
Dy Sy was a citizen of China from February 6, 1957 to February 12,
1960 while his father, Julio Sy was a citizen of China from July
17, 1950 to February 17, 1960, with corresponding alien certificate
of registration.
Article VI, Section 6 of the Philippine Constitution states
that only natural-born Filipinos are qualified to be elected as
members of the House of Representatives, Camero stressed in his
disqualification petition.
Provincial election supervisor Manuel Advincula said he has
received a copy of the petition which been scheduled for hearing.
In an earlier interview, Limkaichong claimed her parents were
naturalized Filipino citizens in July 1959 while she was born Nov.
9, 1959, or four months later.*JG
