Arming of tanods opposed

Executive Order 546 or the arming of the tanods will be opposed by the Bagong Alyansang Makabayan-Negros, Anakpawis, Bayan Muna and Kabataan.

Fred Caņa, Anak Pawis campaign officer, said the arming of civilians will be dangerous and the budget for Executive Order 546 should be re-channeled to basic social services instead.

Felipe Levy Gelle, secretary general of BAYAN, said that although the revised Internal Security Operation Plan deletes the portion naming BAYAN as the "umbrella of the front organizations" and the funding was lower than the original proposal, it remains a working paper for militarization of Bacolod and an order to suppress the activities of BAYAN and its allied organizations. The original ISO plan receives condemnation for naming BAYAN as "umbrella of the Communist Party of the Philippines-New People's Army".

A P13-million budget had been requested by Senior Supt. Ronilo Quebrar from the Sangguniang Panglungsod for the proposed ISO in order to address the problems of insurgency, terrorism and other serious threats to the City of Bacolod.*CBM
