Erring police personnel beware.
Senior Supt. Rosendo Franco yesterday said he wants to change
the image of policemen, if he gets the position of provincial police
director of Negros Occidental.
"I don't want any scalawags under my command," Franco said.
Franco who was selected by Governor Joseph Maraņon from a
list of recommendees submitted by the Police Regional Office 6 for
the replacement of Senior Supt. Charles Calima, said, "If we are
sincere in the delivery of basic police services, definitely we
will get the sympathy and support of the people". The statement
of Franco jibed with the pronouncements of Chief Supt. Geary Barias,
regional police director of Western Visayas, that all erring policemen
should be immediately charged administratively for their offenses.
Governor Joseph Maraņon said he is very confident that Negros
Occidental will be in a safe hands under Franco who had also served
as police chief of Sagay for more than one year.
Franco said he will also concentrate in the anti-surgency
campaign, in coordination with the Philippine Army and other law
enforcement agencies.
Barias said he has yet to receive the relief order of Calima
or the appointment of Franco as the provincial police director of
Negros Occidental. He, however, said the orders will follow as soon
as Camp Crame is informed of the choice of Maraņon.
Franco and Rep. Mikey Arroyo met with Maraņon and other local
executives of Negros Occidental Sunday night. Franco, an Air Force
officer before he joined the Philippine National Police in 1955,
has also served as police chief of Quezon City and Pasay City after
his assignment in Negros Occidental.*GPB
