The counsel of the drivers protesting the implementation of City Ordinance 88 and the Dumaguete City legal officer yesterday filed a joint manifestation, calling the protest against the measure moot and academic.

The protesting drivers, with counsel Joel Obar, and the city government through city legal officer Neil Rey Lagahit, filed the joint manifestation before Regional Trial Court Branch 38 presiding Judge Teresita Galanida.

The controversial City Ordinance No. 88 seeks the increase in franchise and mayor's permit fees for the operation of tricycles in Dumaguete City.

The Dumaguete police is calling residents to participate actively in their crime prevention efforts in order to end the spate of "vigilante" killings in the city.

City police chief Col. Dionardo Carlos said any information related to the vigilante killings, however minute, will help.

He said the city police force is currently seriously undermanned. Statistics show that there are only 85 cops policing a daytime population of 400,000 in Dumaguete.

"This is a ratio of one policeman to 4,705 citizens at daytime. How can a cop cover 4,705 community members?" Carlos lamented.
