Church janitor nabbed
for molesting 3 minors

A church janitor accused of raping three elementary pupils last year, was arrested by the Bacolod police at the church compound at Paglaum Village, Brgy. Mansilingan, Bacolod City at about 9 a.m. yesterday.

Nabbed was Eugenio Depasucat Luqueño Jr., alias "Junior", 57, single, of E.B. Magalona, Negros Occidental and temporarily staying at Paglaum Village in Brgy. Mansilingan, Bacolod City.

Bacolod Warrant and Subpoena Section operatives led by SPO1 Herson Villanueva arrested Luqueño on the strength of arrest warrants issued by Judge Philadelfa Pagapong-Agraviador of the Regional Trial Court, Branch 43, Bacolod City, for two counts of rape and acts of lasciviousness, Bacolod City police director Senior Supt. Pedro Merced yesterday said.

Luqueño who attempted to evade arrest, hit Villanueva with a broomstick damaging his sunglasses, Merced said.

He said Luqueño was the suspect in the rape and molestation of three elementary pupils, aged 6,7 and 8, who are playing in the compound of St. Joseph the Worker Parish Church in Brgy. Mansilingan in March 2005.

Luqueno's bailbonds total P412,000, he added.

Luqueño, however, denied that he had raped the three girls, but admitted he had inserted his finger in the private parts of one of the minors. He said the girls were playing in the church premises when he asked one of them to join him. He said he is willing to face the charges filed against him.

Merced commended the WSS operatives composed of Villanueva, PO3 Oscar Exaltado, PO1s Miguelito Garque, Walter Alunan and Clint William Ferrer for arresting Luqueño.*DMG

'most citizen friendly'

The multi-awardee San Carlos City Police Station in Negros Occidental did it again - by grabbing the most citizen friendly city police station award in Western Visayas for 2006.

Ranked second in the city category was the Bago City Police Station, while the Valladolid Police Station was third in the municipal category for similar awards, police records show.

The San Carlos City Police Station, which has been a consistent awardee in the regional level as best police station in Western Visayas from 2000 to 2005, is headed by Supt. Ricardo de la Paz.

Region 6 police director Geary Barias, assisted by DILG regional director Evelyn Trompeta and National Police Commission assistant regional director Cynthia Navarro, yesterday distributed the plaques of citation to the regional awardees, who included de la Paz, Supt. Alex Belonio- Bago police chief, and Senior Inspector Rico Santotome - Valladolid police chief. The two received the awards for their respective police units, at the SM mega mall in Iloilo City.

Other police unit who were awardees in the city and municipal categories are Iloilo City Police Office, Cabatuan Police Station in Iloilo and San Jose Police Station in Antique.

The police station of San Carlos in Negros Occidental and that of Cabatuan in Iloilo, are expected to represent Western Visayas in city and municipal categories of the award in the national level, respectively.

The awarding ceremony yesterday ended the observance of National Crime Prevention Week, which started Sept. 1 to 7, on the theme, "Kilos Sambayanan, Krimen ay Hadlangan".

The annual search for most citizen friendly police units is a joint project of the Department of Interior and Local Government and NAPOLCOM.*GPB

2 fishing boats confiscated

Two fishing boats were confiscated by the Bacolod City Bantay Dagat Saturday for operating 300 meters away from the shorelines of the reclamation area, in violation of City Ordinance 264 or for unauthorized fishing activities.

The boat operators also violated Republic Act 8550, for using mesh net and active gear, a City Hall press release said.

One of the boats was owned by Nonoy Jison and skippered by Lodito Pansensoy, both of Purok Baybayon, Brgy. Guinhalaran , Silay City, Negros Occidental.

The other was owned and operated by Reynaldo Yanson of Magsaysay Street, Talisay City, with boat captain Renato de la Cruz of Brgy. Catabla, also in Talisay, the press release said. The Sea Borne Patrol Unit team led by Rodolfo Bato was composed of Lindo Bawiga, Bimbo Hernandez of Bantay Dagat Task Force and PO2 Elvis Juarez of the Fishery Law Enforcement Office.

Jison and Pansensoy will be fined P3,000 for using unprescribed fishing net while Yanson and De la Cruz will be fined P4,000, the press release said.

Executive Assistant Ernie Pineda of the City Department of Agriculture appealed to fisher folk and officials of the city's shoreline barangays to be vigilant against illegal fishing activities, the press release added.*
