Bacolod 'LTO men'
harass British national
A British national yesterday said two men claiming
to be Land Transportation Office enforcers harassed him into giving
them P10,000 that they alleged he owed a karaoke bar owner in Bacolod
City as a partner in the business.
Simon Clark, who came to the DAILY STAR office
yesterday, said the two alleged LTO men who identified themselves
as Ben Panganiban and a certain Bobby followed him to Lopue's East
where he was buying clothes for his son who was celebrating his
third birthday.
They accused me of owing the owner of Mia's Eatery
that is also a karaoke bar in Barangay Villamonte P10,000 as a partner
in the business, Clark said.
Clark denied that he owned any money to the owner
of the bar and said he told the two he had no money.
But they told me they had been conducting a surveillance
on me and saw me withdraw money from the bank. They said if I did
not pay they would take me to police Precinct 4 were I would be
detained and could not get out.
Clark said because of the threats of the two
he gave them the P10,000 they were asking for as he was afraid.
What they did was harassment, intimidation and
invasion of my privacy by conducting a surveillance on me, he said.
Clark said he did not report the matter to the
police because he did not know what kind of connections the two
alleged LTO men had and he was afraid.
LTO Bacolod chief Norman Saril yesterday said
he could not recall the LTO having personnel by the name of Ben
Panganiban and Bobby but would look into the matter.
He said LTO personnel cannot behave in such manner
and if the two were, indeed, from his office the matter would be
acted on.
Saril asked that Clark go to his office so the matter
can be thoroughly investigated. I can assure Mr. Clark that no harm
will come to him if he comes to my office, Saril said.*CPG
