The Government Policy Procurement Board will be in Bacolod on
Dec. 4 and will be invited to a public hearing that will include
the bidders who were disqualified and the members of the Bids and
Awards Committee, Bacolod Councilor Lyndon Caņa said yesterday.
The public hearing will be held before the contract for the
construction of the new government center for Bacolod City is submitted
to the Sangguniang Panlungsod for ratification, he said, adding
that this is assuming that Hilmarc's Construction Corp. survives
the post qualification, and the Mayor accepts the recommendation
of the Bids and Awards Committee.
BAC chairman Goldwyn Nifras yesterday said the evaluation of
the bid is still ongoing and as soon as the members of the technical
working group finishes it, they will submit their recommendation
to the BAC. He said the BAC will then deliberate and also make a
recommendation to the Mayor whether to award the contract to HCC
or not.
Caņa said the supplemental appropriation of P3.6 million for
the construction of the road network in the government center project
was passed by the SP with a colatilla that all deed of donation
papers and all other legal requirement have been complied with.
Nifras said he, together with the members of the BAC and TWG
have visited the office of HCC in Manila Saturday and looked into
their documents, permits and tax clearances.
He said they also proceeded to the field offices of HCC and
visited its ongoing projects like GMA 7 where they saw its heavy
equipment, the P51-storey condominium at Rockwell in Makati worth
P3.5 billion, including the 22-storey Makati City Hall worth P1.7
billion.
Nifras said they have noticed that the projects of HCC are
worth billions and he does not think it will risk its reputation
by not providing the city a good project worth P400 million.
HCC does not need the project that much since it has many projects
in Luzon, Singapore and HongKong, Nifras said. But it is willing
to do the government center project for Bacolod because they feel
it would be best, he said.*CGS
