Bounty eyed for arrest
of Lezo, Aklan mayor
MANHUNT ONGOING FOR ELUSIVE SUSPECT

The Police Regional Office 6 has recommended to Camp Crame that P300,000 be given as reward for any information that may lead to the arrest of a mayor in Aklan for the murder of broadcaster Herson "Boy" Hinolan of Talisay City, Negros Occidental.

This was confirmed yesterday by Region 6 police director Geary Barias who said that the giving of cash rewards, which is being concurred in by the Criminal Investigation and Detection Group regional office, is aimed at fast-tracking the arrest of Lezo town Mayor Alfredo Arcenio.

On Sept. 7, Judge Virgilio Paman, presiding judge of the Aklan Regional Trial Court Branch 7, issued an arrest warrant for Arcenio for the murder of Hinolan.

Investigators of the Western Visayas CIDG and PRO 6 Intelligence operatives are jointly conducting manhunt operations against the elusive Arcenio.

Witnesses have tagged Arcenio, a former military man, as the lone gunman who reportedly shot Hinolan, station manager of DyIN Bombo Radyo in Kalibo, on Nov. 13. Two days after, he died from at least seven gunshot wounds.

Sonia Hinolan, mother of Herson, yesterday expressed her dismay over the failure of authorities to arrest Arcenio, two years after her son was murdered in Kalibo, Aklan. She reiterated her appeal for law enforcement agencies to give priority to the arrest of Arcenio, and make him pay for what he did to her son.

Nap Odocado, counsel for the Hinolan family, in an interview with Bombo Radyo, said he will enlist the help of the National Bureau of Investigation to arrest Arcenio.

At the same time, Odocado added, he will request for the issuance of a hold-departure order against the Lezo mayor who keeps on hiding from authorities up to now. Supt. Renato Gumban, CIDG regional officer, yesterday urged the Hinolan family and former colleagues of the slain broadcaster to relay to them any information on the whereabouts of Arcenio.

There were reports that Arcenio has disguised himself as a woman to avoid detection and evade arrest, and that he was sighted in Murcia, Negros Occidental.*GPB

Consultation set for
national security

A consultation-dialog on the Enhanced National Internal Security Plan will be held by the National Security Council-Regional Peace and Order Council VI at the Social Hall, Provincial Capitol, Bacolod City tomorrow, Gov. Joseph Maraņon said yesterday.

Secretary Norberto Gonzales, national security adviser, will be the guest speaker.

Updates will be given on the Negros Island insurgency situation by Col. Gregorio Fajardo, 303rd Infantry Brigade commander, and the Negros Occidental peace and order situation by Senior Supt. Rosendo Franco, Negros Occidental Police Provincial director.

The consultations are being held in line with Executive Order No. 546 directs the Philippine National Police to undertake active support to the Armed Forces of the Philippines in the internal security operations for the suppression of insurgency and other serious threats to national security, Local Government Secretary Ronaldo Puno said in a memorandum sent to Maraņon.*
