Kin of drug suspect
seek CHR help

The family of drug suspect Ulysses Belicena who was allegedly shot by a member of the 6th Regional Mobile Group during a recent buy-bust operation in Silay City, has sought the help of the Commission on Human Rights in their quest for justice.

CHR Investigator Enrique Barraca yesterday said Sid Belicena, brother of Ulysses, filed a complaint against PO1 Bernard Barquilla at their office Tuesday.

Sid, in his complaint before the CHR, claimed that his brother was not accorded due process, and he was shot by the police who tried to arrest him.

Police investigations showed that Barquilla, who was used by the Silay police in the conduct of a buy-bust operation, purchased 40 sticks of marijuana cigarets with P200 marked money from Ulysses Belicena in Brgy. 1 Poblacion, Silay on Friday. When Belicena was about to be arrested, he allegedly grabbed the .38 caliber revolver of Barquilla and the gun went off hitting the drug suspect on the left side of his chest causing his death, Silay police chief Celestino Guarra.

Senior Supt. Charles Calima, provincial police director, said if results of the investigation will conclude that there was no violation in the rules of engagement and it was a legitimate operation, they will support and defend Barquilla.

Barquilla is now restricted to the 604th Regional Mobile Group headquarters in Brgy. Bagtic, Silay City, pending investigation of the incident.*GPB
