Debate on Chacha swells
BY RENE GENOVE

The 55-member Advocacy Commission is bringing the debate on Charter change down to the grassroots as it hops around the country for multi-sectoral fora to raise public awareness and spur intelligent discussions on the proposed amendments to the Constitution.

In Dumaguete City, Mayor Agustin Perdices said he is not fully sold out to the government's move to totally change the Constitution but admitted, that it needs to be "upgraded."

He said there are certain provisions in the Charter that are no longer applicable today and thus an "upgrading" is needed.

'Computerization answer
to hospital records lapses'

Provincial legal officer Erwin Vergara said computerizing the integrated provincial hospital system would be the answer to recording lapses.

Vergara made the statement following the accusation of Philippine Health Insurance Cor. that the Oriental Negros Provincial Hospital and Bindoy District Hospital allegedly furnished them false or incorrect information to claim payment from the National Health Insurance Program.

He said the proposed computerization will enable the Integrated Provincial Health Office to ease recording claims and avoid, if any, cases like that of PhilHealth's because it will be able to monitor all hospital records.

Bayawan conducts
'Halad sa Barangay'

In order to bring the government closer to the people, a "Halad sa Barangay" project in at least 15 barangays of Bayawan City took off May 15 until June 2 this year.

The activity is a brainchild of Bayawan Mayor German Saraņa Jr. and City Public Safety officer, retired Col. Nicolas Noble, in coordination with the 61st Infantry Battalion of the Philippine Army.

Among the services offered by the project are medical and dental check-up and distribution of medicines and services of the Local Civil Registrar, Assessor's Office, Land Reform, City Treasurer and Legal Office, among others.
