Shabu 'distributor' facing
rape charges, too: PDEA

Charges for violation of Sections 11 and 12 of Republic Act 9165, known as the Comprehensive Dangerous Drugs Act of 2002, have been filed by the Philippine Drug Enforcement Agency against an alleged distributor of shabu arrested in Brgy. Alijis, Bacolod City, on April 30.

PDEA regional director Rolen Balquin yesterday said they have also discovered that the arrested Franco Siscar Jr., alias "Jun Jun," also has a pending complaint for rape before the Bacolod City Prosecutor's Office.

PDEA investigations show the raid at the house of Siscar yielded 12.27 grams of shabu and its paraphernalia.

Balquin said Siscar, a former seaman, is also categorized as a "pusher" of shabu in Brgy. 2 and Purok Cabugwason in Brgy. Mansilingan, Bacolod, and had been engaged in such illegal activities for the last two years.

PDEA also said that the confiscated shabu was part of the 100 grams of the banned substance reportedly delivered to Siscar before the start of the recent Panaad Festival.

Mere possession of more than 10 grams of shabu is a non-bailable offense, Balquin said, citing provisions of R.A. 9165.

Similar charges are also being readied by the police against a suspected courier of marijuana identified as Alberto Primaylan, who was arrested on Wednesday in Brgy. Rizal, Silay City, Negros Occidental.

Silay police chief Celestino Guara said the arrest of Primaylan also led to the confiscation of 35 sticks of marijuana cigarettes from his possession, and P84.50 in cash believed to be proceeds from the sale of the illegal drugs.*GPB
