The Civil Service Commission has ruled that four executive assistants
of Silay Mayor Carlo Gamban are not qualified for their positions
under contractual status and therefore their appointments are invalidated.
CCS Iloilo Director IV Imelda Abueg in a four-page decision
furnished the DAILY STAR by Silay Councilor Ignacio Salmingo ruled
that Executive Assistant V positions to which Raul Belleza, Jose
Antonio Velez, Jorge Gamboa and Roberto Gallego were appointed on
Jan. 1, 2005 under contractual status are considered as non-career
positions.
She also ruled that Velez and Gamboa are not qualified to the
position of executive assistants V and thus their appointments should
be invalidated.
Silay City Administrator Rodney Rubica said the city government
will file a motion for reconsideration, pointing out that the work
of the executive assistants in question is highly confidential.
Abueg, in her ruling, said Director Ramund Gonzales of the
CCS Negros Occidental Field Office on Nov. 24, 2005 had already
invalidated the appointment of Belleza and Gellego since they were
not educationally qualified, thus she focused her evaluation of
the qualifications of Velez and Gamboa.
She said Velez and Gamboa did not meet the training requirement
for their posts and thus are not qualified.*CPG
