In his letter to the SP requesting for the authority, Arnaiz indicated that the program consists of installation of database management system for the Indigent Health Program of the province which costs about P21.7 million, automation of the hospital management information system with an estimated cost of P13.5 million, and enrollment of additional beneficiaries to the Philhealth Indigency Program.

"We need to fully computerize the provincial health system for grater efficiency, effectiveness and economy of operations," Arnaiz told the SP. "He asked the SP to note that the enrollment of additional beneficiaries to the Philhealth Indigency Program is necessary to expand their delivery of health services to the underprivileged, to fully maximize the computerization program.
