Clarification sought on
gov't center site

A resolution inviting the City Legal Officer and City Administrator to clarify Executive Order No. 6, ordering the construction of a city government center in Brgy. Taculing, Bacolod City, was passed by the Sangguniang Panlungsod yesterday.

In inviting CLO Allan Zamora and City Administrator Lorendo Dilag to the session next Thursday, the SP members want to be clarified on certain matter pertaining to the E.O. signed by Bacolod Mayor Evelio Leonardia Tuesday.

The E.O. is based on SP Resolution No. 96 dated Jan. 26, 2006, declaring the inadequacy of the present City Hall site and declaring the need for another site to augment the present site.

Councilor Lyndon Caņa said they want to know whether the E.O. is directing the construction of the government center in Brgy. Taculing or just expressing the preference of the Mayor for the site.

Councilor Ana Marie Palermo said the SP members also want to know whether or not they have any participation in the selection of the site in relation to Section 11, Paragraph 6 of the Local Government Code. She said they also want to know if the government center, as provided in Section 12 of the LGC, should include offices or branches of the national government.

Meanwhile former Bacolod Councilor Alfredo Jalbuena Jr. said he is not in favor of the Taculing site because it is already congested and traffic will worsen if the government center is built there.*CGS
