The Sangguniang Panlungsod did not rule yesterday
on the recommendation of the city negotiation panel to take over
the management and operation of the Bacolod port pending a caucus
with the Mayor.
The SP yesterday passed a resolution calling for an executive-legislative
caucus with eight councilors voting in favor and four voting against
it.
Councilors Greg Gasataya, Homer Bais, Dindo Ramos and Jude Thaddeus
Sayson voted against the resolution because they, including Councilor
Lyndon Caņa, will submit today a proposed ordinance providing for
basic policies, guidelines, rules and procedures for the takeover
of the city of the unfinished reclamation project and port, as well
as, the port operation at the Reclamation Area in Bacolod City,
and to enlist the aid of government agencies to provide for a rebidding
of the project.

Clarification
sought on
gov't center site

A resolution inviting the City Legal Officer and City Administrator
to clarify Executive Order No. 6, ordering the construction of a
city government center in Brgy. Taculing, Bacolod City, was passed
by the Sangguniang Panlungsod yesterday.
In inviting CLO Allan Zamora and City Administrator Lorendo Dilag
to the session next Thursday, the SP members want to be clarified
on certain matter pertaining to the E.O. signed by Bacolod Mayor
Evelio Leonardia Tuesday.
The E.O. is based on SP Resolution No. 96 dated Jan. 26, 2006,
declaring the inadequacy of the present City Hall site and declaring
the need for another site to augment the present site.

De Venecia to push
Cha-cha in Negros

House Speaker Jose de Venecia will take up moves toward Charter
Change with mayors and barangay captains of Negros Occidental at
the provincial Capitol in Bacolod City Monday afternoon, Vice Gov.
Isidro Zayco said yesterday.
President Gloria Macapagal Arroyo had planned to hold a pro Cha-cha
rally at the Paglaum Sports Stadium in Bacolod early this month
but cancelled her visit.
The Lakas CMD in January approved the proposed shift to a parliamentary
government and a unicameral parliament.
